Using the attack on NYC as reason to control superheroes when the Official Government Reaction would have straight up nuked 8 million people makes me think the people trying to control super heroes aren't on the level.

But, like, they couldn't just use Sarkovia because that was mainly Tony/Bruce doing super science with no related superhuman abilities. So none of it actually makes sense. Which leaves us with the realization that either the movie is poorly thought out and poorly executed OR that there is another vast conspiracy driving all the worlds governments.

Again.

That is what I don't get. Why the hell would anyone trust that government. They are always a scene away from revealing it was actually Hydra all along.

I think they use 4 incidents.

NYC: The World Council literally sent a nuke to destroy the whole city.
DC: Not stopping Project Insight would have resulted in Hydra thru SHIELD (a government agency) murdering millions of people they considered threats
Sokovia: That was Bruce and Tony's murderbot
Lago: They were trying to stop a biological weapon from being stolen and sold

If the Avengers had to wait for a council of nations to decide where they go, NYC would have probably been nuked and Project Insight not stopped in time.

Re Lago: They didn't make the bomb, they didn't bring the bomb, they didn't set off the bomb. Wanda tried to contain and move a bomb out of a very crowded space (the market place) to an uncrowded space (the sky) and only got as far as a less crowded space (by a building). It's not an act of evil, it's a goddamn Trolley Problem.

So all that really holds water is Sarkobia and Bruce is gone. So really just put Tony (and maybe Wanda if we need a sacrifice I actually care about) in jail and call it a day. The fact that they got 117 nations involved just means 117 nations are corrupt as fuck.
