I love redemption arcs but rarely do people take the time and effort to make them believable. Depending on the character, it's not going to be easy OR quick and most media just doesn't have the time or inclination to do it properly.

This. Genuine change takes time and work, work that the person changing has to do themselves. Also, they have to want to change, and a lot of the time, the author or creators fail to convince me that the villain actually wants to change.

Agreed. It requires a fairly complex character in the first place, and the arc must be equally complex in order to be credible at all.
