But they don't necessarily cover the face in the book, either. Duke Leto's and Paul's faces are exposed when they meet Kynes (he describes their faces and hair) and there is something with forehead tabs and Kynes has a hood with veil thrown back. In the open desert you are supposed to wear sectioned flap filter from the neck, across your face, but it obviously isn't always so. And of course there are some movie considerations going on here, not just seeing the actors faces, but being able to distinguish characters from one another is pretty important for story reasons and audiences have a hard enough time with this without everyone being hooded and masked.
