Is it? Having the shrapnel removed didn't change anything. And the actual big character changes (destroying the iron man suits) are completely negated. Hell, they couldn't even let Pepper keep some powers.

It should have been the end of his arc but unfortunately he was in 5 more movies.

There's been a misunderstanding. I wasn't saying removing the shrapnel was his motivation for building Ultron. I was saying that there were two important things that happened continuity wise in this movie regarding Tony: 1) showing his PTSD stemming from the events of Avengers that lead to him working on the Ultron program and 2) him having the shrapnel remove from his heart.

I don't think anyone was connecting the shrapnel to Ultron, but more saying that in IM3, his PTSD was recognized and he ended up taking steps to address it in a more healthy way (destroying the suits and seeking productive help) only for AoU to open with the exact same problem, except this time being presented as totally logical instead of emotional/personal.
