I would say a miniseries is a different sort of animal than a big budget movie. I mean, I don't know how much they are paying Timothée Chalamet, Zendaya, Rebecca Ferguson, and Javier Bardem, but it is probably more than they paid Alec Newman, Barbora Kodetová, Saskia Reeves, and Uwe Ochsenknecht. And I don't think I'm wrong that the movie studio is thinking that the names might be a draw to the movie. Yes, big fans of the book might not care who is playing the parts as long as they do a good job (though this is a big supposition given people have reacted over the years to casting for beloved characters), but I guarantee the studio is looking to draw in more than just those fans - the budget is huge at an estimated $165 million (for comparison, the 2009 Star Trek budget was about $150 million) and they're going to need a big audience.
