The way I saw it wasn't so much that it was the government lying to the population, but more of like he said, "sometimes the people's faith needs to be rewarded." In that case, they put their complete belief in someone, and this person fell. With Harvey Dent corrupted, countless criminals would be released onto the streets, and the spirits of the people of Gotham, after all they had been through, would be broken. Whether or not you think lying is wrong, sometimes the truth just isn't beneficial. It's not about the people not being able to handle it. At least, that's the way I see it, and I think that's what they meant. I didn't focus on the government half of the situation, maybe because it was Batman who first suggested the idea. I don't really know.
It doesn't mean that people are okay with the government lying to them, but Gotham's law enforcement lying about Harvey Dent isn't really comparable with the US government saying that Iraq had weapons of mass destruction to be justified in the eyes of the public to attack Iraq. In the Dark Knight, the truth could only cause pain, there was nothing good that could come out of it, while covering it up, though shady, would allow the public to have hope for a little bit longer as well as not destroy everything Harvey had worked for. I don't see how that even compares with the lies that caused the deaths of thousands of people in a war that the US population might not otherwise have supported.
Truthfully, I really haven't put much thought into the movie, but at the same time, now that you've pointed it out, I still don't see it that way. I don't think you're looking too deeply, it's just not the message I took away from it. I don't think they were intending that to be the message, nor do I think it was unintentionally conveyed. I just think you're seeing things from a different perspective.
