if you choose all the other warnings (Graphic Depictions Of Violence, Major Character Death, Rape/Non-Con, Underage), then I think you shouldn't be able to choose 'Choose Not To Use Archive Warnings'

I think that's deliberate, because there are other warnings you can put in the tags that the author also chose not to include. E.g., self-harm, suicide, etc.

I don't think it is deliberate, I just think it is simpler to code. Yes, you can put other warnings in the tags, but those are not required. Graphic Depictions Of Violence, Major Character Death, Rape/Non-Con, Underage are the Archive Warnings in 'Choose Not To Use Archive Warnings'.

This is what AO3 says specifically about the Archive Warnings:
AO3 requires that creators either warn for—or explicitly choose not to warn for—a short list of common warnings: Graphic Depictions of Violence, Major Character Death, Rape/Non-Con, and Underage. We've also provided options to warn for other content in the Additional Tags or to not warn for content at all. A creator can also select Creator Chose Not To Use Archive Warnings if warnings may apply but they don't want to use them (for example, to avoid spoilers), or No Archive Warnings Apply if none of the warnings apply to their content.

That's how some people are using it, though (as a catch-all to say "this is not a safe fic. Regardless of these Archive-level warnings I have or have not clicked, there are other tags that I'm not including for whatever reason.")

Whether creators are using it accidentally or deliberately doesn't really matter, I would call them both incorrect and confusing. And there is really no reason for it that I can see. Because if they have one or two or three of the four (Graphic Depictions Of Violence, Major Character Death, Rape/Non-Con, Underage), and 'Choose Not To Use Archive Warnings', then I assume it applies to the one(s) not present. If a creator tags their fic 'Graphic Depictions Of Violence', 'Major Character Death', 'Rape/Non-Con', and 'Underage', and also 'Choose Not To Use Archive Warnings', they have directly contradicted themselves and I'm much more likely to assume they don't understand it. If they are looking to warn someone that they won't be tagging triggers that might be present (that they don't have to tag), they can do that - you can write whatever you want for additional tags. Using the 'Choose Not To Use Archive Warnings' instead of something like 'Other potentially triggering stuff also might happen in this fic' seems really ill-considered to me.

I'm not arguing your logic, but people are too lazy to be precise or add a tag of their own when a tool is available. They just click a box and figure their asses are covered.
