Ok, I completely understand where you're coming from. But having watched, re-watched, and then re-watched again up to the latest episode of season 6, I feel like I can definitely say he has his moments. (Even Kate would agree!)
I feel like at least part of his playboy asshole routine is a defense mechanism, possibly from his bizarre childhood (mother dressing him up in sailor suits, the whole inheritance thing, etc.) and he is awfully honest about how he can be a dick sometimes, so I have to give him props for that.
He also does have some great lines. Probie-wan Kenobie was pretty fucking hilarious. :D
Yeah, then that leaves the part of him that still is a playboy and an asshole. Everyone has flaws! McGee can be spineless sometimes, so how is much worse when Tony is too much of the opposite? Abby is very easily distracted, Ziva can be a bit insensitive herself, and Gibbs especially can be short-tempered.
And finally, Tony is a good agent. He cares about his team (like when he makes sure McGee and Kate are far enough away from the bomb, he tried to cheer McGee up after he shot someone for the first time, he encourages Ziva to get into film to learn slang, he evens sends Kate flowers though that comedically backfires). He also cared about not wanting to really hurt Jeanne when ending their relationship. He is smart when he has to be, he's definitely a good person on occasion (example: when he saves the girl who was a childhood friend of Kelly's), and let's be honest...
He's pretty damn fine to look at. :D
So that is my WAAAAAAY too tl;dr response for why I find Tony charming. God I love NCIS.
