He's from an episode of Doctor Who series 3 called Gridlock, he's a member of the Catkind race C:

Doctor Who (New Who). There's an episode called "Gridlock" which takes place on a world populated by people and... sentient, bipedal felines. This one drives a sort of car and is the coolest side character EVER. His name is Brannigan.

Dr Who season three, ep two or three if I remember correctly.

If you've ever seen the Irish priest show, Fr Ted, it's Ardal O'Hanlon AKA Fr. Dougal under the make-up.

I'd love to get made up as one of the Who cat-people, go to a furry convention and PWN all the people who go in badly made fursuits (and I'm not even a furry!)
