I think I agree. A savvy time traveler could divert 9/11 with a telephone call and some bomb threats, ground the right planes, divert the whole thing with minimal chance to expose the time travel. When the calls are investigated it's declared a prank or something but by then the whole plan comes unraveled. You don't need special skills or a position of power.

Also, as a plea to the time travelers potentially reading this, PLEASE don't fuck with anything between WWII and the fall of the USSR. We might have threaded the needle on not nuking each other and it would be a real shame to fuck that up.

Quantum Leap's time traveling rules pretty much make that impossible. Sam can't choose who he leaps into, or even WHEN he leaps to. And there's a higher power directing what he can or can't do. If he HAPPENED to jump to 9/10 of that year? He'd be probably a 7 year old kid or someone that can be easily ignored -or whose life he'd ruin because he'd make them a suspect- and not someone who could actually make a change.

I haven't watched the original and am thus speaking generally about time travel.

If the character can't control when/where he goes then... no explanation is needed.

That is my plan if I get time travel. I'm going to go back to early Sept 11, and I'm going to start calling news associations from a phone box somewhere in Boston, and to make sure they listen I'm going to put on an Irish accent and claim to be a member of the IRA while doing it. I'm also going to say that the IRA got its info from a mole in MI5 and the British Intelligence is deliberately witholding that information from American agencies. It is a story so juicy they wouldn't dare not follow it up. That is pretty much exactly what the IRA did a lot of the time later in the Troubles too.
