Well, it is complicated. Paul himself doesn't like what he becomes. He just doesn't see any other choice. His visions tell him what the future could be. But as he starts picking paths among the options, his choices narrow. He does things to try to keep the future he doesn't want, the one with the Fremen having a holy war in his name, but it becomes inevitable as his choices narrow further and further.

As the other commenter said, Paul is supposed to be the deconstruction of a hero. And then his son, Leto II, is a villain for a good cause character. Leto realizes that his father's visions and the visions of anyone with the gift have narrowed choices so much that eventually there will be no choice left, humanity will stagnate, and then humanity will die out. The only way around this is for him to become a tyrant for several thousands of years so that when he's gone people will spread out and flee and also avoid the visions in order for someone like him to never happen again.
