I only like it when the "non-powered" person has something else that's cool about them. Like they're good at talking to people, or know every baseball stat, or love to bake or whatever and then that skill helps them solve problems. The "you're special just for being you" thing is great for Mr. Rogers but I want my characters to have defined traits if at all possible please.
