Yeah, but Alfred never was supposed to be an ideal. Alfred represents how the world sees Americans as a people, and Alfred is a pretty much dead on the mark like that stereotype. Captain America is pretty much a personification of an ideal to the point you can sort of see him as Messianic in a way in that this is what the perfect American should be in terms of patriotism.

In other words, Alfred is a better reflection of the American people than Captain America, but Caps is a better reflection of the ideals of the American people. The two can't be really compared when you see it in that light.

Also, the point of Hetalia is to see that, despite our culture difference, we're more the same than not and all equally flawed. A character just like Captain America wouldn't fit in the scheme of things in the series.
