I always thought of "dress robes" as something fancier to wear. Like when the kids were in school, those were regular robes. The one McGonagall wore was what I would have considered dress robes. Or something Narcissus Malfoy would wear. It's just a robe that has more structure/style and made of higher quality fabric and tailoring than a regular robe. Like a dress vs an evening gown. Or a suit to work vs a suit for a formal event.
