I cried angry, bitter tears after season 3 so I haven't watched season 4 (still don't know if I will every go back to watch the show), but based on what I watched, she's a difficult character to root for. She can be arrogant and self righteous. TBF Daniel was a lot like that in the 3 Karate Kid movies. But I suppose it's harder to want to root for Sam because she's from an affluent family while Daniel was a working class kid so it's harder to want to root for someone who already comes from privilege. She really dropped the ball on Robby too.

I don't know a lot about Tori because she was such an undercooked character in seasons 2 and 3, but again, Tori has the poor kid angle going for her. She does shitty things because she doesn't have much guidance in her life. She also is handed the responsibilities of a parent to her sick mom and younger sibling.

Not to say being poor instantly makes a character more sympathetic, but in the case of Sam and Tori you can see why Tori is angry and one to escalate situations due to the environment she grew up in and I think it's easier to feel sympathy towards a kid who had their back pressed against the wall so they know to take swings instead of just going with the flow. Whereas all you really get from Sam is that she feels entitled to things going her way because she's convinced she always has the moral high ground.

Characters from more underprivileged backgrounds can have a meanness that develops out of a survival mentality or from other unhealthy coping mechanisms because they've never had an opportunity to know different. Especially if you're someone who has had to take on more responsibility than you should. It gives characters like this a forgiveness with most of the audience because that edge to them is understandable. Perhaps even relatable. But from someone in Sam's position? Literally where does it come from? She's just a butt for seemingly no reason.

Nah, it's privilege and an assumption she's always in the right.
