OP - First off, I was super excited to see a secret about "The City & The City". Secondly, I 100% agree with your entire secret! A graphic novel is the perfect way to display the characters of the two cities side by side. There's so much that could be done with the drawing style, the framing, the text format. Maybe once the memory of the TV show fades...
