During the accident Chernobyl and Ukraine were still part of URSS, so maybe they think about that? People in Chernobyl spoke both languages back then and still now. IDEK still incorrect, but in this case it make a little bit of historical sense. But I'm being generous here.

I would've hated if they film it with a faux accent and I think people from Chernobyl would've hated it even more. People sometimes are dense and don't have much imagination so they can't picture an English speaking person as a foreign speaking their own language. Too much effort! They need to be constantly reminded that the setting is not American/British centric. IMHO this discourse is a big indication that those people don't usually watch media not centered around American/British history and characters.

They were using Russians as a shorthand for Soviets/Russian-speaking people, I am sure. It's understandable, but borderline offensive.

Yeah, that's a good point. Media is really USA/English-centric and it impacts views greatly.
