Textually the way that the storyline ends up playing out on the show is that this line is an example of the Doctor's hubris and ultimately (indirectly) leads to his regeneration, no?

No. That interpretation assumes that Harriet would have been anything more than a road bump on The Master's quest for revenge. No matter who was in the PM's chair when The Master set out to use the Doctor's favorite country on his favorite planet to hurt him, they were doomed. If anything, The Doctor saved Harriet's life. Plus, since Harriet herself invited him to come solve the world's problems for her, she had no right to object to how he did it. The Doctor was Judge Judy, and Harriet was the disgruntled plaintiff who was upset she didn't get all she wanted and got smacked down.
