I mean....that's literally what she is? She's his younger sister in law. They know each other because their siblings are married. Part of the reason they're allowed to have so much time together semi-alone is that they "family." That's crack? That's his whole characterization. Is there an alternative characterization I didn't get?

eta: is it because there's supposed to be a huge age gap and literally no movie adaptation of this does it that way, because I do think anime Big Brother in Love with "Little Sister" isn't usually middle-aged.

The crack comes from the fact that their coupling is socially acceptable in-universe, but the anime degenerate reading is more fun.
