Sociopaths make boring villains. Crazy people make boring villains. Evil people make boring villains.

Azula is all three, and little more, and get powerup after powerup after powerup throughout her tenure as Little Bad.

And I still don't see how Zhao is any better. Yeah, he was a competent, smug fun sonabitch villain, but that's it (IN MY OPINION).

And, frankly, Zhao was a sociopath - deceitful, aggressive, reckless, remorseless, and without empathy.

I don't read Zhao as a sociopath - I read him as ambitious and politically motivated - which, if you look at historical figures with those two qualities they'll also often read as " deceitful, aggressive, reckless, remorseless, and without empathy" to modern sensibilities.

Oh, he was ambitious and politically motivated, but he can still be a sociopath: deceitful (recruiting Iroh, but pretending to have not hired a hit on Zuko), aggressive (entire first season), reckless/impulsive (normally when angered: Aang taunting him and after his Agni Kai against Zuko), remorseless/no empathy (entire first season). He did seem fairly responsible though, so he doesn't match up there, and I can't really outright call him one since I'm not a psychologist (this goes the same for Azula) and am just going by some common traits.

I like Zhao, but he's no deep villain.

But that's just your opinion.

People like these kind of villains and characters, just check out Raito Yagami form Death Note's (despite that he is the main character). I can understand you, though, I don't like Yagami either xD but a lot of people do, that kind of character is not just my preference.

Azula is more than all of that anyway, do you saw Rufftoon's Water Tribe comic?, the comics goes awesome and it improves a lot more when Azula came in.
