Societies judge what level of risk tolerance and threat they are prepared to accept, I'm glad Gotham is morally above the level of the one that lets the Kyle Rittenouses and George Zimmermans off the hook over lethal vigilantism. After all, when the average Gothamite does pull on a costume and go on a murderspree of supervillains, they get sent to jail. Except Jason Todd.
