He said it was by saying he was "all three" things in a list that happened to include bisexual as one of the things. If someone else spoke the list and he was just saying "yeah I'm all three" without saying himself directly "I'm bisexual," it's a mistake that could happen.

Maybe he identified as bi for a while but decided never to say anything because he wasn't sure, and still automatically associates with bisexuality to a degree. That happens to me with some past identities.

He didn't. All those SuperWhoLock fans just jumped on the smallest little crumb like they always do and wrote their own story. Many other fandoms he wouldn't have needed to apologise for anything because an offhanded joke wouldn't have been taken and spread everywhere as the absolute truth.
