That’s definitely true in many cases.

But I (mis)read AYRT’s comment to mean just overtagging in general, like when they throw in a hundred extraneous tags for fun. And start referencing other tags in the tags, and talking to themselves with them. Not to mention using all the trendy tags because they feel they have to , regardless of whether it fits or is needed(ex: Insert Character’s A+ Parenting or No Beta, We Die Like Men, and it’s many variations).

Again, I likely misread AYRT’s comment.

I don't think you misread. It can mean all of these things. Generally it's the same person doing both.

You’re probably right. I’ve misread things so often that I kind of assume that’s the case by default so often.
