Hydra started out Nazi and then just swapped out non-superheroes for Jewish people. They are still modeled on the Nazi party and have a whole lot in common with neo-Nazis.

Hydra is written to have Jewish members, because it helps obfuscate their origins as a Nazi sub-cult and masks their continuing supremacist ideology. It is a trick any hack can pull off. Just write that Goebbels likes Romani or Himmler was gay and in love with a black Pole and you can pull off the same trick with them as you can with the same group that was explicitly written as a Nazi sub-cult in the first place. Just for the sake of history though, here is an article about the Jewish people who actively fought for Nazi Germany, by your logic that makes Nazi Germany not Nazi either.

What did he think people would be doing with his creation other than killing people, plowing their fields with it? I'd say that anyone who creates a weapon for killing and gives it to people becomes responsible for all the killing done with its use.

And he is. He designed a machine with one purpose, killing. It was entirely foreseeable that innocent people would be killed with them. Just because he wouldn't be the only person on the indictment doesn't mean he oughtn't not be on the indictment.
