Yes, though that does not necessarily make it logical in-universe.

No, but it makes it logical from the standpoint of how the studio has handled the MCU so far. It's the same reason why Steve and Tony are friends or why Civil War happened at all. When it comes to the Avengers characters, the writers got handed a pile of event comics and told to include them all whether or not it made sense.
