It isn't so much a remake as it is a fresh adaptation of the source material which the Pertwee show took a surprising amount of liberties with.

Is this a remake? I'm not from the UK and gree up during the mid to late 90s/ early 2000s so I had no idea this was recycled (i mean most things are so )

Yes it is.

No. There were a series of books which were very, super very, loosely adapted into a series in the seventies by Jon Pertwee (a very entertaining series, but it was more the Jon Pertwee variety show than anything else), but this isn't a remake of that. It is a new adaptation, which sticks closer to the source material.
