I get your points and I actually agree that music too loud is not good, especially for safety reasons, but if your window's down and there are people crossing the street or walking near the stop, they're going to hear the music even if it's not that loud.
When the cars are moving you don't hear almost anything, if they're at the stops YOU HEAR EVERYTHING. There are a lot of random radio stations or private conversations that I've overheard without wanting to just because my window was down (I don't have air conditioning in my car, so it's always down if not in winter) and I was chilling at a stop.
