Sure, but real scientists have ethics committees providing oversight for reasons. Even totally non-evil scientists can have blind spots when it comes to thinking through the potential downstream applications of their research, and some of them do get caught up in "being so preoccupied with whether or not they could." Taking a short-sighted scientists and giving them unlimited resources and no oversight is a great way to get you a non-conventional villain.
