I'm saying that usefulness doesn't have anything to do with their actual powers or even their potential, but rather the degree to which Reggie thinks they can be used BY him--ie, their ability to be manipulated, their willfulness, how much they care about the "family", etc. It's part of why he tried to bring Vanya/Viktor's powers to heel and went "fuck it" when he couldn't.

Allison's below Luther and Diego because they're dumb as rocks and easy to manipulate, but above the others because she's not a total disappointment or problem child like the others. Ergo, still pretty useful to him and easy to work with.
