Sorry if this posts twice. But really? I honestly think that it's mostly just because his character is the most successfully/well written/acted, and not for some dramatic wanky reason. Not that the others are bad, but Moore probably focuses most of his attention on Rorschach and Dr. Manhattan (and it's harder to sympathize with Manhattan just because he's so inhuman) and I just thought Haley came across the best, along with Morgan.

A bit off-topic, but as for Sally, I love her. I love her BECAUSE her issues are genuinely icky and wrong/offensive and actually approach the glorious f'd-up-edness of some of Moore's male characters. Moore's best characters are his creepy, disturbing, beautiful monsters, and Sally (and Mina Harker) get much closer to this than Laurie (who is cool, and on par with Dan, just not as fascinatingly flawed as Sally).
