Also it's just widely unrealistic that Steve would just be anonymous while Peggy was running SHIELD and Bucky was in cryo somewhere. A character can retire, but to believe he'd do nothing when two people he'd literally die for are in danger is just...an impossible sell. There could have so many better ways of doing this. And all of them included him starting over in his own timeline, having accepted love and loss, and making a new life in this century.

Anonymous while Peggy was running SHIELD, letting Bucky stay in cryo except for when his keepers let him out to murder people (including friends of theirs), letting HYDRA infiltrate SHIELD -- I mean, there's a well-earned retirement and then there's... whatever the fuck that is.

Right? It's down right character-destroying bad. It goes against everything he is. At this point just retconning it would make it more salvageable.
