I've seen people use it to mean "submissive person who penetrates someone," but if we just assume penetrating is inherently dominant then you can just assume it means "person who provides the service of penetrating and dominating the other person." Hell, you don't even need to mention both, since penetrating someone is inherently dominating them.

(and if you don't like the fact that penetration is innately dominant, you're just boring, and woke, and politically correct and have no true real actual sexuality that anyone could actually enjoy)

You're right, I don't.

But I get the impression many people do, and are willing to kind of shove it on other people. If someone acts dominant, people will start calling them a 'top' and I don't know if they're just using it to mean dominant, or if they think acting dominant means wanting to penetrate people. Or if it's a woman, they'll start making strap-on comments. You can't really escape it.

And I very much do see comments that imply that anyone who isn't into this particular dynamic is just being progressive/woke/whatever at the cost of actually enjoying sex.

OP - *shrug* These people are morons. Not sure why you phrased your initial comment as though you held that opinion yourself though.

As I said above, I just used service top the way I see it used in fandom. However, googling it seems to suggest that a service Dom is the type of character I'm talking about, while a service top is actually someone who tops but in a more submissive capacity? In which case I will take that on board and make a point of not using the terms interchangeably. Because you're right that these concepts shouldn't be automatically conflated.
