The picture you chose is probably one of the most normal-looking pictures of Dream out there, and it's still weird-looking, because he literally looks like that, it's not dramatic comic coloring convention. His proportions are off, his coloring is inhuman, even when he's drawn pretty, he's supposed to be slightly unsettling and not-quite-right. As another anon said, they use some camera tricks to capture some of that in the series.

Eh, maybe it's the 80's kid in me, but he looks....fine. Not really weird at all, just kind of dramatic.
