Er... which American actors are good at doing English accents? Gwyneth Paltrow did okay in Emma and Renée Zellweger did well in Bridget Jones, but that's all I can think of off the top of my head.

Robert Downey Jr, Peter Dinklage, Gillian Anderson, Meryl Streep, Liev Schreiber, Elijah Wood, Oscar Isaac, Alexis Denisof, Alan Tudyk... Not that any of them would be right for James Bond, but it's not an uncommon quality for actors to have.

Peter Dinklage could work. He's got the range for it.

I think he might be too old for the role now, he's 53.

He's also a great dramatic actor, more so than an action star. Put him in a LeCarre spy movie, not a Bond.

As much as I loved Dinklage in GOT, I always thought his RP accent sounded a little over exaggerated. Ditto Robert Downey Jr. Not surprising, but not what I'd call a great job. I don't think most Americans would notice, though.

Gillian Anderson nails it, IMO, but then she did live there for extended periods of time as a child so that probably helps.
