Many teenagers absolutely NEED to start working on autonomy as soon as possible. Shutting 18-year-olds out of even starting to build credit adds so many years to their chances of escaping abusive family and even being considered to rent a place of their own.

18 is not too young to know right from wrong. If you postpone the age where people face full consequences indefinitely, then people will game that system to keep thinking shoplifting is just as cute at 22 as it was at 13, and also suggest that someone raped by a 19-year-old wasn't harmed as badly as someone raped by a 35-year-old.
There is a certain point where we have to understand that someone who was murdered by a 17-year-old is not any less dead than someone murdered by a 19-year-old. 18 seems about right.
