But he didn't hate on the UN; he had reservations about the people running it and the way that powerful countries manipulate the UN to get what they want. There's also the reality that the UN is slow and can take weeks or months to deal with problems. It also has a rather poor track record when it comes to intervention.

He also didn't put one man's life ahead of hundreds of thousands in CA:TWS, nor did he do so in Civil War. What he did do was try to bring in the Winter Soldier with a minimum of damage and lives lost, while also protecting that one man's civil rights under the law. Because if some people's civil rights can be violated with impunity, then no one's civil rights mean anything.

Not to mention the last time the Avengers specifically answered to council jurisdiction, they had to stop a nuke that said council launched at New York City. It's understandable even within in-world events that Steve wouldn't like the idea.

This. Steve is one of the few characters in a marvel movie where his motivations make sense from movie to movie. Unlike Tony who keeps getting reset.
