As the token teenager of FS I can assure you that a pretty large amount of kids my age, both male and female, would dress like this if they were allowed to.

But also funny anime has funny haha character designs, even if they're not realistic.

Yeah, I was in high school in the early 2000s and what I can see of that picture is pretty much what we wore at all possible times. Cat ear included. Maybe not the person in the big floppy hat, but there was generally some kind of cosplayer in the group.
