A whole lot of the issues of that time period in Westeros and the coming war stem from Viserys being unable to stand up to anybody.

man, I think you can blame a lot of people who at critical moments made the exact wrong decision. jaehaerys, viserys, rhaenyra, alicent, otto, daemon, all of them many many times.

just not rhaenys who has never done anything wrong in her life.
