How Uber works is basically, you download the app, enter your pickup and drop-off location, request a ride, and then the ride comes and takes you there. You don't need to set it up too far in advance - a lot of it depends on how many drivers there are at the time when you're using it, but IME it's usual 5-15 minutes to get a ride at most. I mostly use Lyft rather than Uber but AFAIK there's no real difference between them.

It's hard to say whether it's cheaper or easier than a taxi, it really depends on the area - I think as a general rule it's going to be easier but not necessarily cheaper but honestly it's just impossible to say. I think some places the taxi companies have Uber-style apps now but I've never used one.
