They could have done the mother-daughter poor communication + magical fuckup story AS PART of a grander save the day plot and the movie would have been much more interesting for it. For a film that set up so much of the magical atmosphere, it ended up doing so very little with it. The conflict just felt too small. Which is weird because Pixar is USUALLY good at weaving characters' inner emotional struggles with more external adventure-type plots.
