I can think of three ways that might work in a story if done well. One, if it's not meant to be a real rebuke, with the mass murderer playing at it for whatever reason - distraction, wanting to rile the protagonist up, etc. Two, if it's meant to actually be rebuke on the mass murderer and the audience is meant to see the hypocrisy even if the mass murderer doesn't see it. Three, if it is meant to be a rebuke from someone who very much knows whereof they speak. I'm guessing it was none of these.
