Though apparently this is mostly because cats are notoriously difficult to act with - if the cat's not feeling it, no cat holding for you! So generally scenes involving cats are scripted so that there is minimal cat interaction required rather than expensive time standing around on set. Data (also Worf) on Star Trek TNG worked well with this because his reactions and interactions didn't have to be human!
