To my understanding Namor's actions are motivated by feeling threatened and needing to protect his people. And Dany's actions are motivated by taking power by force because she feels it is her birth right.

Namor is protecting his people from the rest of the world and it is extreme to bury Wakanda underwater for not doing what he feels is best to save his people and culture, but it's because he KNOWS what can happen if outsiders come and exploit his people and their land. He would rather protect his people and culture by harming those that threaten that protection than consider the complexities of co-existing with other cultures, taking on the trust that we will help each other. Because, again, from his people's history, taking on that trust harmed his people in horrific ways and hiding his people and culture has kept them safe since.

Dany believes she has a birth right to a kingdom no longer in her control. So she burned it down to "reclaim" it. She killed the people she wanted to protect and rule over.
