It's a monster and not an animal? (Not very familiar with Krampus but Wikipedia says it has a goat-like appearance.)

*shrugs* It goes around doing human things for human reasons. Sounds like at one point there was a good cop / bad cop act between "be good and you'll get presents from the nice saint" versus "bad children get kidnapped and beaten, or eaten, by the black-furred devil creature." Part II of which was sort of gradually shelved as beating your kids or threatening them with violent death became more socially unacceptable.

I agree that he's much more interesting looking than Santa, though.

Krampus is not an animal, no. It's a monster in the true mythical sense - a spirit of mischief who spanks naughty children with birch branches and is used to scare them. I do wonder if it was more effective than a lump of coal in a stocking.

It's a monster like a Satyr is a monster.

By goat-like, it generally means "humanoid but with fur, hooves and horns".

The face varies in depiction from ugly man to more goat-ish.
