The bread and butter of biolabs whose main source of funding is the military. Gain of function = "can this disease be made more contagious or more deadly or both? Would it be an obvious illegal weapon, or show up on tests as the usually-innocuous germ?"

When this needs to be explained to a civilian population, which doesn't happen very often, it's passed off as necessary to defending against some other country that "could be doing the same research" and developing superbugs. But it's harder to get people to agree with that logic when there's the possibility that a virus that's wreaking havoc on a global scale was a lab escapee or a leak.

That’s not actually what most gain of function research that actually happens is focused on though. Especially the stuff that tends to make the news and get conspiracy theorists revved up. Let’s take probably the last actual GoF experiment that caused media panic - the fucking flu ferrets in Wisconsin and Tokyo that were developed to study the mechanics of how diseases spread in mammals and the effectiveness of different vaccine strategies on controlling pandemics. The media jumped all over “the super flu” idea and the conspiracy theorists went nuts. But here’s the thing - even if you somehow managed to make the modified bird flu jump from equally modified ferrets to humans, it would be a seriously shitty bioweapon. Like all the other terrorists would make fun of you at the cool parties. Now, the problem that the scientific community had with these experiments is that the university laboratories that conducted them failed to consider downstream applications of this research and possibly didn’t receive appropriate oversight from the university and the federal government.

Also, the flu ferrets, like the majority of “biolabs,” were funded by the NIH and various philanthropic organizations focused on preventing and treating communicable diseases. This is all public record.
