There's shipcest that occasionally has something, and lms_fanfiction that I think gets some Frank/Dwayne posts on occasion.

Also I just found frankxdwayne which was created in January and doesn't appear to have any entries and only one member. Someone should PM the community owner and ask how they'd feel about an influx of members who actually want to write/post/read stuff.

Because if I had a place to post it, I'd write it.
