I think it's more that Who is an all-family show, not a children's show specifically.

But also, it still needs just good writing. I think Chibnall was actually going out of his way to write it as an all-ages family-friendly space adventure show; the problem being, he wasn't good at writing that kind of show and didn't have any ideas about how to make an all-ages adventure show that was actually interesting.

(Arguably Moffat had the opposite problem, with his seasons maybe leaning too hard into the adult genre nerd part of the audience, although in fairness to Moff it must be said that the Matt Smith seasons were right up there in terms of audience popularity with the RTD ones)
