I've seen some really great brushes for stuff like doing Black hair textures and I can absolutely see why artists would want to use things like that. Sure, you can do it by hand, but why would you want to when you consider how much time it would take just to do that part of the picture?

Exactly. And especially if it's kind of soulless commercial art that you're doing because hey - bills to pay! Nobody wants to spend hours/days/weeks on that stuff. Stuff like PS gave artists shortcuts to get the donkey work out of the way so they could, most of the time, concentrate on the art they actually *enjoyed* and felt a passion for.
