The same emotions can be conveyed without having such a boring tune, and the scene does still work perfectly without the song. There are plenty of sad songs that are not boring and do not just drag on. All we need to know from the scene is that Belle broke it off with Scrooge, and he is upset over. Caine's acting and the dialogue alone make that clear.

The real achilles heal is the lack of Scrooge's sister, and hearing about Scrooge's dad. And that was never filmed.
