TBH I've never really liked that sentiment. It's very pat. It's a good argument to use to convince people to practice and study, and practicing and studying is nearly always helpful in any endeavor. But I'm not sure it's actually *true*.

I've never actually heard of this as repeated sentiment, but in general I think it's useful - for instance, on the job a lot of rules relate to either safety or quality control, and with either of those you absolutely need to know the reasons behind the rules before you can break them without risk.

But there's also something to be said for gut instinct and new perspectives, and you definitely don't need to know something back-to-front to suggest new ways of working. You just need to be prepared for 'this is the way we do things' pushback, and to actually learn the old way to be able to justify why your new way is better. Otherwise you're just being disrespectful.
